S. betrieb 1897-1910 in Bern ein eigenes Anwaltsbüro. Ab 1901 sass er als Freisinniger für den Amtsbez. Erlach im Berner Gr. Rat, 1910 erfolgte seine Wahl in den Regierungsrat. S. übernahm die Justiz- und Militärdirektion, wo er u.a. das Einführungsgesetz zum ZGB und ein neues Eisenbahngesetz besorgte. 1915 rettete S. als Finanzdirektor die BLS vor dem Zusammenbruch. 1911-19 sass er im Nationalrat, lehnte aber eine erneute Kandidatur unter dem Proporz ab. Am 11.12.1919 wurde er gegen seinen Willen als Wunschkandidat weiter Kreise in den Bundesrat gewählt. Anders als erhofft, erhielt er nicht das Finanz-, sondern das Militärdepartement. Er hatte sich der armeefeindl. Haltung der SP zu erwehren und mit knappsten Mitteln die Armee notdürftig auf kriegsgenügendem Stand zu halten. Er trieb die Motorisierung und die Übermittlungstechnik voran, baute eine Flugwaffe auf und verstärkte Gebirgstruppen und Landwehr. Am verkrusteten Verwaltungsapparat des EMD rieb er sich auf. Insbesondere kam es mit Generalstabschef Emil Sonderegger 1923 zum Bruch über die neue Truppenordnung, die 1924 in Kraft trat. 1923 war er Bundespräsident.
