Innerhalb dieses Reformvorhabens muß auch sein Lebenswerk eingeordnet werden: die Neuordnung des Corpus juris civilis. Seine Überlegung war, daß vor allem die ungeordneten Digesten die Wurzel allen Übels seien. Eine auf das damalige Recht, vor allen auf die Gerichtsbedürfnisse bezogenes, neu geordnetes Corpus iuris civilis würden die Probleme bewältigen können.
