L'esame della Tariffa 1859 delle dogane sarde e' affatto pratico, e attesta cognizioni positive. Quanto devono valere i diritti stabiliti dai trattati? È il problema capitale per coloro che non suppongono che il mondo si regoli unicamente dalla forza e per vie di fatto. Gran copia di notizie son raccolte nella Memoria sulla produzione dell'oro e sugli effetti delle miniere nuove; notizie non peregrine,ma ben raccolte e lucidamente esposte, applicandole ai problemi palpitanti della moneta e dell'alterazione dei prezzi" ("Rivista contemporanea", vol. 22-23, 1860).
