The County Palatine of Chester was a predominantly agricultural county who were recommended by the Scott Committee to give an uplift to rural life and the prosperity of rural communities. The work is split into three parts: the determining factors, including problems with industry, housing and public services, the plan with means and finally the individual proposals.
