Sixteen pages, complete. Pages are virtually pristine and intact except for light age toning and splitting and slight chipping along spine. A Ve…ry Good copy. This pamphlet is No. 7 in a series of pro-Union articles published by the Loyal Publication Society of New York. The Society was founded in early 1863 to help boost morale for the Union cause through the circulation of pro-Union pamphlets after the Union had suffered a series of defeats in the American Civil War. This pamphlet contains a printed speech that was originally given by Benjamin Franklin Butler at a public reception in New York and reported by A. R. Warburton. Benjamin Franklin Butler (1818-1893) served as Major-General of the Union Army during the Civil War and later served as a United States Representative from Massachusetts and the 33rd Governor of Massachusetts. For most his career during and after the War, he was part of the Republican Party and became well-known for his adamant support of Reconstruction efforts, opposition to President Andrew Johnson, and legislation to combat the Ku Klux Klan. Butler's main speech is accompanied by related correspondence in which New York citizens had invited Butler to a dinner in January 1863, but he refused due to his duties on the battlefield. Butler offered instead for a less formal arrangement at a later date in New York, the proceedings of which briefly appear herein. Before Butler gives his main speech at this event, an address by the Mayor of New York is given in which he praises Butler for his patriotism and accomplishments thus far during the War. The Mayor especially commends Butler for his military campaign in the Department of the Gulf. In his speech, Butler begins by thanking the Mayor and the people of New York. Butler discusses the definitions of the riot, an insurrection, a rebellion, and a revolution. He defines these in order of increasing degree of criminality and disloyalty. He says when he had come upon Louisiana, "I found . a revolutionized State! There had been a revolution, by force; beyond a riot, which is an infraction of the law; beyond an insurrection, which is an abnegation of the law; beyond a rebellion, which is an attempt to override the law by force of numbers . I found a new State Government formed, that was being supported by force of arms." At this level of disloyalty to the Union, Butler concluded they must be treated as "alien enemies" instead of "erring brethren." He clarifies that the Confederacy rising to the level of revolution has justified his and the Union Army's treatment of the Confederacy as an enemy of war. Supportive cheers by the audience show that they agree with Butler and his wartime policies. Butler then ardently declares he does not stand for reconstructing a Union "as it was" (implying his opposition to pre-Civil War policies of appeasing the South) but for a "better Union." He then expresses his support for arming freed slaves to fight for the Union and denounces England's neutrality and interference in U.S. waters. Butler proceeds to discuss how peace may be secured. The first option is that parts of the Confederacy will have a change of heart and want readmission to the Union. He says this happened with West Virginia when it seceded from Virginia to rejoin the Union. He says the remaining Confederacy committed to rebellion must be defeated. He explains that the prospectively defeated Confederacy will be readmitted to the Union just like a captured foreign territory would. Butler then defends his actions in New Orleans and contends that he did not harm or confiscate property from innocent civilians there (contrary to what Confederates and Copperheads claimed). He then summarizes progress of the Union and reassures it is in a much better position than the Confederacy.
