Report of the survey represents the culmination of two years of concerted efforts on the part of hundreds of organizations and individuals. The survey, to the best of our knowledge, is the first of its kind ever undertaken by a large metropolitan area and provides a comprehensive and detailed inventory of needs and resources. Its findings and recommendations are based on an analysis of the data by a broadly representative group of professional and lay leaders. It constitutes a master plan for the development and coordination of an efficient and effective network of community services to the mentally retarded in our County. The Survey was envisioned as the first essential step in the creation of a continuing mechanism for coordination in the planning and developing comunity services to the mentally retarded. As is noted in the introduction to the report, the ultimate objective of the Joint Agencies Project is to establish under the Joint Powers Act of California--a Mental Retardation Services Board--a mechanism unique in the field of mental retardation. Even as this publication goes to press, there is marked evidence that this objective is being successfully realized. A project of this nature, scope, and uniqueness--which has elicited national as well as international attention--inevitable is the product of efforts of so many organizations and individuals that they can only be mentioned in the text of the report and enumerated in its appendix. Some special acknowledgements, however, are in order. The Welfare Planning Council's Mental Health Development Commission, itself funded by a grant from the National insititute of Mental Health, initiated the project and provided it with general supervision. The State Department of Mental Hygiene made available National Mental Health Act funds to conduct the project, and the Department's staff provided invaluable consel during the course of the project. The State Study Commmission provided cooperation at the State level and direct contact with the legislature. The Mental Retardation Committee, under the able chairmanship of Dr. Leo Cain, carried the responsibility for the design and implementation of the Survey; this Committee also is continuing to render valuable assistance to the Board of the Welfare Planning Council in establishing the Mental Retardation Services Board. Finally, special tribute should by paid to the outstanding leadership and direction from the project staff and particularly, its Director, Dr. Ivy Mooring. James e. Preface: The findings in the Mental Retardation Survey are based on the information from the 334 public and private agencies which serve the retardedd population of Los Angeles County. The information could not have been gathered without the cooperation and of the agency heads and their staff members, many of whom spent long hours answering questions about their programs. The recommendations contained in the report are the outgrowth of sub committee meetings in the mjor areas covered by the Survey. The Survey provides the factual data for the development of a master plan of services to the Mentally retarded of Los Angeles County. The implemention of the program will be the responsibility of the Mental Retardation Services Board which will consist of the signators to a Joint Powers Agreement. To all the agenc heads and their staff members who made it possible to gather the data, to the sub committee chairmen and their members who helped to develop the recommendations, to the project and steering committee members who provided the project with gu.
