From 1932 to 1972 the United States Public Health Service, working at various times with the Alabama State Department of Health, the Macon County Health Department, the Tuskegee Institute, the Veterans Hospital in Tuskegee, and private physicians in and around Macon County, deliberately withheld treatment from more than 400 black men who were suffering from syphilis. Uneducated sharecroppers and unskilled laborers, the men were easily duped into cooperating with a health program they thought was helping them. They were not informed they had syphilis. Instead, the "government doctors" told them they had "bad blood" (a term then used by rural blacks to explain a variety of illnesses) and treated them with nothing more than aspirin and iron tonic. Jones provides a sophisticated analysis of why good people sometimes commit great wrongs. The Public Health Service officers who began the study, Jones argues, were among the most progressive reformers in the American medical profession. They were the first health officials to conduct large scale treatment programs for syphilitic blacks; they decided to study diseased men only when funding for treatment programs collapsed during the Depression. Once begun, the experiment continued of its own momentum, a monument to the power of bureaucracy. Not content to write off the experiment as science gone mad, BAD BLOOD offers disquieting insights into the evolution of racial attitudes, the arrogance of the medical profession, the lack of individual responsibility in bureaucracy, and the nature of American liberalism. BAD BLOOD promises to be a classic.
