Monica Cioli analysiert die Organisationsformen der Nationalliberalen Partei, der Deutschen Fortschrittspartei und der Liberalen Vereinigung in der Zeit der sogenannten Zweiten Reichsgründung zwischen 1878 und 1884. Anhand dieser Untersuchung macht die Autorin deutlich, dass die Liberalen nicht nur politisch, sondern auch organisatorisch pragmatisch waren, was sie anhand der Analyse des Bundeswesens, des Vereinswesens und des Honoratiorenwesens aufzeigt. Im weiteren Verlauf der Arbeit vergleicht Cioli den deutschen mit dem italienischen Liberalismus.
