Benjamin Williams Crowninshield (December 27, 1772 â" February 3, 1851) was an American politician who served as a U.S. Representative from Massachusetts and as the United States Secretary of the Navy between 1815 and 1818, during the administrations of Presidents James Madison and James Monroe. Crowninshield became Secretary of the Navy in January 1815 and managed the transition to a peacetime force in the years following the War of 1812. This included implementation of the new Board of Commissioners administrative system and the building of several ships of the line, the backbone of a much enhanced Navy. He also oversaw strategy and naval policy for the Second Barbary War in 1815. William Harris Crawford (February 24, 1772 â" September 15, 1834) was an American politician who served as U.S. Secretary of War and U.S. Secretary of the Treasury. In 1813, U.S. President James Madison appointed Crawford as the minister to France, and Crawford held that post for the remainder of the War of 1812. After the war, Madison appointed him to the position of Secretary of War. In October 1816, Madison chose Crawford for the position of Secretary of the Treasury, and Crawford would remain in that office for the remainder of Madison's presidency and for the duration of James Monroe's presidency.

A Very Good copy. This is a report containing reprinted correspondence and documents from the Commissioners of the Navy Pension Fund and Secretary of the Navy B. W. Crowninshield. The report begins with correspondence from Crowninshield, speaking on behalf of the Commissioners, in which he summarizes recent developments relating to the Navy Pension Fund and the pensioners. There are several requests he makes to Congress about the fund such as improving accountability of the fund and transactions made by the prize agents, making logistical improvements to the disbursements, and allowing for increased pensions for disabled war veterans. The report also contains Papers A-E which are summarized as follows: "Paper A, which shows the amount of stock on the books of the treasury in the credit of the commissioners. Paper B--Statement of bank stock belonging to the fund. Paper C--Account of the commissioners with Thomas T. Tucker, esq. treasurer of the fund. Paper D--Abstract of warrants drawn by the secretary of the navy on the treasurer of the fund, from the first of January 1815, to the 31st December inclusive. Paper E--List of navy pensioners, with the pension allowed to each." The report may relate to the War of 1812 or another recent or contemporary war of that period. Benjamin Williams Crowninshield (1772-1851) was an American politician. He served as the 5th Secretary of the Navy during the administrations of President James Madison and President James Monroe from 1815-1818. He later served as a United States Representative from Massachusetts from 1823-1831.
