Nach einem Volontariat an den Theatern in Köln und Bonn spielte Birgel in Dessau, Bonn, Köln, Koblenz und nach dem Ersten Weltkrieg in Aachen. Danach wurde er Mitglied des Ensembles des Nationaltheaters Mannheim, wo er bis 1934 große Erfolge feierte, u.a. in Goethes Faust (Faust und Mephistopheles), Schillers "Räuber" (Franz Moor) und in Titelrollen Shakespeare'scher Dramen. Mit bereits 43 Jahren bekam er 1934 seine erste Filmrolle, aber erst 1937, als man sein Potenzial als charmanter Grandseigneur entdeckt hatte, kam sein Durchbruch beim Film. Seine erste Hauptrolle hatte er im Film "Fürst Woronzeff". In der Folge spielte er in vielen Unterhaltungsfilmen zusammen mit Zarah Leander, Gustaf Gründgens, Heinrich George u.a. Seine Ernennung zum Staatsschauspieler 1937 durch Goebbels geschah aber auch wegen seiner Mitwirkung an Propagandafilmen des NS-Regimes wie "Unternehmen Michael" (1937), "Feinde" (1940) und "Kameraden" (1941). 1941 spielte Birgel in dem Film "Reitet für Deutschland" einen Rittmeister, der durch die Teilnahme am "Großen Preis von Europa? seine Ehre und vor allem die "deutsche Ehre? wiederherstellt (Filmprädikat der damaligen Filmprüfstelle "staatspolitisch besonders wertvoll?). Wegen seiner NS-Propagandafilme verhängten die Alliierten nach Kriegsende ein zeitweiliges Auftrittsverbot. Birgel konnte aber schnell wieder an seine alten Erfolge anknüpfen. In den 1950er-Jahren war er einer der meistbeschäftigtsten deutschen Filmschauspieler, ab 1960 arbeitete er vornehmlich für das Fernsehen. Seinen letzten Kinofilm drehte Birgel 1965, wo er als alternder Jagdschriftsteller in Peter Schamonis "Schonzeit für Füchse" bewies, daß er ironisch mit seinem eigenen Image umgehen konnte.
