Mais l'uvre de Georges Eugène HAUSSMANN ( 1809-1890) est autrement plus vaste. Durant dix-sept années d'un gigantesque chantier, le Préfet de la Seine a fait du Paris du Second Empire la capitale la plus moderne de son temps, traçant, sous l'autorité et avec la complicité active de l'Empereur NAPOLEON III, la perspective ordonnée des nouvelles avenues, expropriant et rasant impitoyablement des îlots séculaires d'insalubrité, aménageant parcs et espaces verts, organisant la distribution de l'eau et du gaz, créant les égouts. Rien pourtant ne semblait prédestiner ce petit-fils d'immigrés allemands et luthériens, engagé dans une morne carrière administrative sous la monarchie de Juillet, à se lancer dans pareille entreprise. Rien sinon une exceptionnelle puissance de travail, une curiosité très moderne pour l'industrie etla rencontre inespérée de LOUIS NAPOLEON BONAPARTE en janvier 1849. De ce jour, et avec l'appui du Prince Président, puis de l'Empereur, HAUSSMANN saura être la parfaite incarnation du mythe de l'homme providentiel accouché par l'Histoire. Et rarement l'histoire de la France aura été plus magistrale que sous le Second Empire. Symbole de ce régime impérial, tant décrié après sa chute et jusqu'à notre époque par les socialistes et les républicains, et qui fut cependant le premier à prendre acte, entre autres défis de la modernité, de l'importance de l'économie, HAUSSMANN fut aussi un grand bourgeois épris de luxe, un viveur, amateur de bons vins et de jolies femmes, organisant à l'Hôtel de Ville les plus fastueuses fêtes impériales. « Les hommes ne sont grands, disait l'Empereur NAPOLEON 1er, que par les monuments qu'ils nous laissent ».
