Binding is firm. Laid-in at rear endpapers is a folded sheet of United States Representative Robert L. Livingston's congressional office stationery evidencing the book's provenance (book was acquired from his October 2019 house sale in Alexandria, Virginia). Republican Bob Livingston served as U.S. Representative from Louisiana's 1st District from 1977 to 1999 and chaired the House Appropriations Committee from 1995 to 1999 as well as being House Speaker-designate. Smock's December 4th inscription is bitterly poignant as Livingston announced his declination of his locked-in ascent to the speakership just two weeks later on December 19, 1998 with his resignation effective March 1, 1999. On a further note this book's inscription and subject matter collude in the most ironic of circumstances in that the inscribee was on the cusp of achieving House "mastership" only to be upended by a revelation of an extramarital affair (and allegations of others) against the backdrop of President Clinton's impeachment for the same behavior but the latter's ever glib and wily nature outmaneuvered Livingston's more high-road approach that was intended to exert a resignation from Clinton as well.
