L 77-331, originally signed by President Franklin D. Roosevelt, Vice President Henry Wallace, and House Speaker Sam Rayburn, had been passed unanimously in both the Senate and the House of Representatives. Of course, this war declaration set the stage for the signers' illustrious military careers during World War II.
