FOELIX, der auch korrerspondierendes Mitglied der königlichen Akademien von München, Neapel und Turin sowie Mitglied der Gesellschaft zur Reformierung der Gesetzgebung in London war. Zu Beginn des Werkes wird ein umfangreiches Literaturverzeichnis vorangestellt: Table des noms des Auteurs. Es wird deutlich, daß ihm die großen Werke zum Internationalen Privatrecht (conflict of laws) von Joseph Story und auch Georg Wächter wohl vertraut sind. Interessanterweise erscheint der Band von Foelix noch vor dem großen Werk von Friedrich Carl von SAVIGNY (1779-1861), der im achten Band seines Systems des heutigen römischen Rechts die modernen Grundlagen vorlegt. Dieser Band erschien 1849, also zwei Jahre nach dem Werk von Foelix. Die Werke von Savigny sind dennoch aufgeführt. Es sind neben den zivilrechtlichen Werken der zeitgenössischen Literatur auch die wichtigsten Werke des Ius Commune zur Statutentheorie vorhanden, etwa Bartolus de Saxoferrato, aber auch der deutsche Johannes Brunnemann. Es schließt sich an eine historische Einleitung mit der Darstellung der Statutentheorie und der Entwicklung des modernen Internationalen Privatrechts.
