Dabei müssen sich die Beteiligten einmal der bisherigen Entspannungspolitik zwischen Ost und West bedienen, sie müssen aber zum anderen die spezifischen Besonderheiten dieses Konflikts analysieren. Dieses Buch wurde schon bei seinem Erscheinen im Libanon in allen führenden Zeitungen des Westens diskutiert. Für den «Spiegel» war es ein «brisantes» Buch, denn «Sid-Ahmed entwickelt atemberaubendeVisionen. An Stelle der Stacheldrahtverhaue und Minenfelder müßten im arabischisraelischen Grenzgebiet positive Hürden entwickelt werden - petroche-mische Werke und Fabriken. Ein Gürtel von Industrieanlagen ist der beste Sicherheitsgürtel.» Sid-Ahmed sieht die Chancen zu einer solchen Entwicklung seit dem Oktoberkrieg 1973: Der militärische Erfolg der Araber und die neue ölwaffe hat zwischen" arabischer «Quantität» und israelischer «Qualität» (technologisch, Bildungsstand etc.) zum erstenmal vergleichbare Maßstäbe geschaffen. Beide Seiten werden nunmehr gezwungen, die Zukunft als Dialog und nicht als Konfrontation zu sehen. Zuvor gab es zwischen den Zielen beider Seiten keinerlei Vergleichsmöglichkeit - also auch keine Chance zu einem echten Ausgleich. Wird kein Übereinkommen erzielt, so muß die nächste Kriegsrunde notwendig noch weit brutaler sein als alle voraufgegangenen Kriege.
