Der Form nach ist der Corpus ein Kommentar zu den 1683 erschienenen vier Büchern "Institutiones Juris Publici" des Leidener Gelehrten Philipp Reinhard Vitriarius (1647-1720) und trug daher auch den Nebentitel "Vitrarius illustratus". Pfeffinger vermehrte sein Werk in jahrzehntelanger Arbeit so sehr, daß die letzte, ab 1731 erschienene Ausgabe zu vier stattlichen Bänden angewachsen war. In den Büchern I. und III. behandelt Pfeffinger Geschichte bzw. Rechte des Kaisers, der Könige, Vikare, Kurfürsten, Fürsten, Grafen, Herren und Städte des deutschen Reiches, in Buch II.
