The author examines these policies, focusing on three types of manufacturing that emerged under the czarist reg…ime: factories owned by noble landlords, state-owned factories, and private, non-noble factories that operated with government subsidies. These factories were primarily concerned with supplying the Russian military and relied heavily on exploitation of the country's vast reservoir of serf labor. Despite the government's intervention in the economy, the resulting industrial development was marked by inefficiency and technological backwardness compared to more advanced Western European countries. However, this early industrialization laid the groundwork for Russia's later economic growth.
