"The functions of ambassador may be described by these three words," the authors comment sardonically in this engrossing history of three hundred years of diplomatic duplicity in Europe. Their findings comprise an amazing "inside" version of European statecraft. Modern diplomacy is traced from its start in Renaissance Venice, which was the first to send out ambassadors, set up state archives, and require secret coded reports. The counter~moves of envoy~bribing and dispatch interception are followed as well. The brutal power plays of expanding 17th century empires are bared in evidence from memoirs, dossiers, personal letters, and even official reports. There are full treatments of the master plotters like Cardinal Richelieu, whose gold diplomacy raised France to the top within twenty years, and made mighty Spain a third~rate power; Cromwell, who built a secret service to rival modern~day Russia's; Talleyrand, the genius behind three different French regimes. The authors bypass the ballroom for the backstairs at gala peace conferences, to find the true negotiators of the pacts of Westphalia, Utrecht, and 1815 Vienna. En route, they provide fascinating vignettes of minor knavery~the espionage episodes of Casanova, the charlatan Dr. Cagliostro, even of Voltaire. A rogues' gallery of major figures in international intrigue, and a section on cryptography round out an enthralling study of the underside of official European diplomacy. A new introduction by co~author Padover explains the genesis of the work, and iv, unique discoveries.
