It was likewise clear that the Russians were not strong enough to reconquer the peoples of the Western borderlands who had declared their independence. Events had shown that the revolution was not spreading of its own accord into the Western countries. In this book are detailed the making and execution of the new strategy employed by the Communists to promote its spread in the West. This and the companion volume, SOVIET RUSSIA AND THE EAST, 1920~1927, tell the story of eight years during which the Russian communist leaders experimented with carrying on ostensibly normal diplomatic, economic, and cultural relations with the noncommunist powers, while at the same time promoting difficulties between and within the same powers through the Communist International. Mrs. Eudin and Mr. Fisher here present the materials which best show the genesis of Soviet foreign policy objectives in the West, the theories on which these objectives were based, the main lines of action that emerged from the theories, and the chief tactical shifts that occurred during this critical period. They have tied the documents together with appropriate background information, to form the whole into an integrated narrative. As the official diplomatic documents of the Soviet government reveal only one side of Soviet policy, the authors have included other documents illustrating the unofficial and extralegal activities throughout the West of the various organs of the Russian Communist Party and the Communist International. These are most revealing when studied together, for the officials of the Soviet government were, at the same time, leaders in the party and dominating figures in the newly formed Comintern. The period covered by these two volumes represents Soviet Russia's first attempt at formulating and carrying out a policy of "peaceful coexistence." The timeliness of the problems with which the books are ultimately concerned hardly needs to be pointed up. As the Communists put it: "The globe is divided into two camps: In the one camp we find the U.S.S.R. and revolutionary China; in the other the entire capitalist world. . . . China and the U.S.S.R. are two inexhaustible reservoirs of raw material as well as huge world markets. The struggle for these two immense markets is a question of life and death for international capital. Such struggle will . continue until the world proletariat puts an end to the rule of the international bourgeoisie.".
