The 20,000 soldiers who were cut down represented a quarter of the Roman army stationed north of the Alps. It was a blow from which the empire never recovered. If not for the Battle of Teutoburg Forest, the Roman Empire would likely have expanded to the Elbe River, and then to the Baltic Sea, and perhaps eastward into present-day Russia.
