Basel, 1947-51 LdU-Nationalrat. Als Freiwirtschafter setzte sich B. mit den boden- und baurechtl. Fragen des Bauens auseinander ("Grund und Boden der Stadt, der Hausbesitz den Privaten"). Seine städtebaulichen Auffassungen zeigen Einflüsse der Gartenstadtbewegung, seine Architektur ist geprägt von der Lehre Friedrich Ostendorfs und dem biedermeierl. Klassizismus der Um-1800-Bewegung. In der Weiterentwicklung traditioneller Wohnungs- und Haustypen entwarf B. rationelle Kleinwohnungen und Kleinhäuser für Fam. mit kleinem Einkommen.
