This book captures propositions and speculations around this question through design studies undertaken in three Australian cities: Melbourne's low-lying swampy areas, Brisbane's flooding river valley and Perth's deep groundwater network. Each of these cities has its own set of challenges around water, based on their particular natural environmental conditions and the radical modifications over 200 years that have fundamentally changed the way that water moves. The ambitious schemes of the past - dams, drains, canals, sewers, reservoirs, lakes, aqueducts - made room for the 'progress' of the late nineteenth and twentieth centuries. Now in the twenty-first century we need new ambitions where urban environments can adapt to the unpredictability of water through its extremes of dry and wet conditions. The design responses in this book contribute to such an aim by understanding the past, present and possible future conditions of local sites, and using this knowledge to create multi-purposed, alternative design scenarios towards a water-sensitive city.There is a confluence between available contemporary development land and problematic water sites. Many of the places in which contemporary development is occurring were not part of the originally planned city, and were leftover places that were never really suitable for development because of their water issues; these include high groundwater areas in Perth, low-lying flood-prone post-industrial lands in Melbourne, and urbanised flooding zones of Brisbane. These areas, now in central focus to accommodate large-scale city development for growing urban populations, demand new ways of thinking and building. How can design processes assist in understanding the underlying and hybrid nature of water systems in our urban environments so that we can better prepare for the densification of cities and the impact of climate change? In 1886 the first organised group of Chinese immigrants arirved in NZ, not from China directly, but from the Australian gold fields -- miners joining the Otago gold rush. Initially immigrants from China were well received, but by the early 1870s calls for restricted entry were made and in 1881 legislation was passed with limitations imposed. These included a poll-tax of 100 pounds on every Chinese immjigrant. In 1934 payment of the tax was waived, but not repealed until 1944. Nigel Murphy's introduction to the research paper states:: "This poll-tax was unique. No other ethnic group was required to pay such a tax to enter the country." He said the rax raised questionas highly pertinant to the histoy of New Zealand and its identity. "When the poll-tax was imposed the Chinese were viewed as a threat to New Zealand, a threart to the supposed purity of the whiite race in this country. and a threat to the image of the country that white New Zeaklanders wished to build." The paper illustrates many other challenges that Chinese faced settling ijn NZ and discloses tnstances of state and un-official strictures they faced, thus providing insights to NZ's immigration policies and prejudices not found in most conventional studies. However, NZ was not alone in applying a poll-tax ro Chinese immigrants with all Australian states and Canada adopting similar legislation. They discontinued the tax earlier than NZ. Sectiions of the paper cover the history of Chinese immigration to NZ, the intoduction of relevant legislation and attitudes through the Brtish Empire. It also records the for and against arguments that persisted through the tenure of the tax. Official NZ records relative to the tax were thoroughly researched for the paper, contributing much to its publicatioon with reproductions of these iinluded. Although probably little-known outside the NZ Chinese community the findings of the paper include reminders of practices relating to immigration problems of the past --- an issue which can still create controversy in NZ. First edition, publlished in 1994 , probably in Wellington, by the NZ Chinese Association, 83 numbered pages followed by an unpaginated section (approx 80 pages) containing cstoon reproductions, legislation copies, public accounts, and poll-tax listings of Chineses arrivals at Wellington 1888-1930. This little used copy from a college library. Red card covers are VG with clear plastic protection, light fadeing to spine and top front left corner, library labels at spine base, plastic covering tape secured to reverse of both covers, Crossed out college stamp top corner contents page also tape marks both corners, apart from a librarty stamp top corner introduction page and few light/unobtrusive pencil markings the book is internally VG+.

These issues go back 150 years to the arrival of the first Chinese, towards the end of the Gold Rushes. Our attitude to Asians as the essential outsider has undergone little change since then. New Asian immigrants cannot understand our prejudice, or where it comes from. Using political cartoons, this book examines New Zealanders' attitudes to Asians from the 1850s until the present day.
