Während der Französischen Revolution war er Mitglied der Verfassunggebenden Nationalversammlung sowie der gemäßigten Hofpartei und hoffte, die Monarchie noch retten zu können. Im Jahr 1791 floh er nach Österreich und war als Unterhändler für französische Behörden tätig.
